Purpose:

The bid to the Ministry of Housing, Communities and Local Government (MHCLG) Rough Sleeping Initiative funding was successful, with a grant totalling £498,793. The existing remaining RRP fund of £51,074 has been included giving a total of £549,867 for the financial year 2020/21. This will be used to fund a range of interventions including those outlined in the decision below.

 

Certain interventions could only be provided by a single organisation and have been awarded in accordance with paragraph 3.2 of the Council’s Contract Standing Orders.

Note: Interventions 1 & 2 could have been tendered externally, but with no other organisations being available who could effectively deliver the interventions, an exemption was recommended; the remaining interventions were subject to a competitive tender exercise.

 

Reason: On 4 February 2020, the Executive agreed to award the rough sleeper service contracts for 2020/21, up to an aggregate contract award value for 2020/21 equal to the MHCLG grant received.  The proposed interventions will provide a vital role in addressing Rough Sleeping in the Borough.

 

Note: These contracts were exempted from call-in in order for the contracts to be implemented from 1 April 2020.
