The following decision was made under delegation 10.1(c) of Section 5 of Part 3 of the Council’s Constitution.  That delegation gives the following authority to the Chief Executive:

“Exercise the Council's powers to prepare for and deal with any disaster or emergency affecting life or property in Ipswich.”


a) That the Head of Housing and Community Services, in consultation with the Legal and Democratic Services Operations Manager and the Head of Finance and Revenues, be authorised to enter into a contract with a hotel on the terms outlined in the Memorandum at Exempt Appendix 1.

b) That this decision is exempt for Contract Standing Orders under paragraph 3.2 on the basis that it is necessary as a matter of urgency and a delay would be likely to

lead to further financial cost or suffering to lives and at present there is only one supplier and no satisfactory alternative.

Reason for decision:

To ensure that Ipswich Borough Council is able to provide temporary accommodation to (i) the homeless, (ii) those who have nowhere to safely self-isolate and (iii) rough sleepers.

Note: This decision is exempt from call-in as the rooms are urgently needed as additional temporary accommodation.
