Purpose:

This decision advises on the results of the tender for, and recommends the appointment of, a Lead Consultant and Gallery Designer for the Ipswich Museum Development, as set out in the Executive report published for 24 March 2020, reference E/19/64.

Decision:

That the Head of Culture and Environment be authorised, in consultation with the Legal and Democratic Services Operations Manager, to enter into contracts with the suppliers identified as Contractor 1 & Contractor 2 in exempt Appendix 1 of report E/19/64.

Reasons for decision: 
1. The Chief Executive has exercised the delegated authority, granted to him by the Leader on 24th March to take decisions on any and all Executive functions in consultation with the Leader (or in his absence or unavailability, with the Deputy Leader), because the decision to appoint contractors is urgent to ensure the continuation of Lottery Funding and to progress with the project.

2. The recommended contractors are capable of meeting the Council’s requirements and their bids are the most advantageous to the Council in terms of price, quality and in enabling the timely delivery of design works required prior to the submission of a Stage 2 bid to the National Lottery Heritage Fund.

Note: This decision is exempt from call-in in order to comply with the National Lottery Heritage Fund timetable.
