Purpose:

In January 2014 IBC put in a bid to the Sport England Community Sport Activation Fund.  The bid was to address some of the health inequalities that exist within Ipswich by supporting residents from low income households and who live in areas of deprivation, particularly social housing, to take up physical activity, appendix 1 contains a detailed report on the project.

 

The project requires the acceptance of £238,988 from Sport England, for IBC to manage a programme of community activity and behaviour change across Ipswich, in partnership with Activlives, over a three year period beginning in June 2014.

 

Acceptance of funding of this level and waiving of Contract Standing Orders is an Executive function.  The funding has to be accepted by the 16th May 2014 however Executive are not meeting to authorise the acceptance of the funding and waiving of Contract Standing Orders until after this date.

Decision: 

To accept a grant from Sport England for £238,988 and to waive Contract Standing Orders to use the suppliers specified by the Funder under 10.1(k) of the Officer Delegations Scheme.

 

“To take decisions on any Executive functions in consultation with the Leader of the Council, with essential matters  that arise during any pre-election period and to report back on any decisions taken under such authority to the first available meeting of the Executive after the commencement of the municipal year.”

 

Reason:

The award is time limited and Sport England is the only provider.  The Leader confirmed he was supportive of going ahead with this decision / project.
