Purpose:

Following the success of its stage 1 submission, the Council will refine the project and submit a Stage 2 bid (subject to Executive approval in Feb) requesting funds to restore Holywells Park. The application will be submitted in February 2013.

 

The outcome of the application for funding will be reported to Executive in July and approval to accept the grant and proceed with the project sought as applicable.

Decisions:

39.1.     Councillor Rudkin thanked everyone involved in the successful bid to the HLF for Holywells Park, especially the volunteers and the Friends of Holywells Park, in particular, Mr Robin Gape, for all their invaluable input and engagement in the process. Councillor Ellesmere also passed on the thanks of the Executive to the Holywells Park Project Team.

 

It was RESOLVED:

 

(i)           that Executive accept the Heritage Lottery Fund Delivery Grant of £2,858,600 and authorises the Head of Community and Cultural Services to enter into a contract with the Heritage Lottery Fund upon the HLF terms and conditions of the grant set out in Appendix 6 of the report and adds this sum to the Council’s capital programme on a ‘ring fenced’ basis to fund the project;

 

Reason:   To enable the Council to accept the HLF funding terms and conditions, and to deliver the restoration project for Holywells Park in line with the costs included in Appendix 1 and the timetable attached in Appendix 2 of the report

 

(ii)          that Executive authorise the Head of Community and Cultural Services to undertake the procurement of consultancy services to enable to the Council to proceed to the delivery phase of the project;

 

Reason:  To secure the necessary specialist skills and knowledge to enable the Capital Works element of the project to be delivered by March 2015

 

(iii)         that Executive note that a further report will be submitted by the Head of Community and Cultural Services regarding the procurement and tendering arrangements for the necessary Project works in line with the conditions of the grant to seek Executive approval for the contract(s) for the works;

 

Reason:  So that Executive can make a decision on the works contract arrangements in due course when the details of the tenders are known

 

(iv)        that the Head of Community and Cultural Services is authorised to confirm the statements of the Executive as required by terms of the HLF funding conditions as follows:

the power being used to accept the grant is s1 of the Localism Act 2011

 

·           the corporate plan and the policies this report  have been considered by the Executive as part of its decision;

 

·           the Executive arrangements are as set out in the Council’s constitution;

 

·           the consultation outcomes, the legal and financial considerations account in using the powers were considered by the Executive as part of this report;

 

·           the Head of Resource Management  was authorised to sign  the Declaration forming part of the Application.

 

Reason: This is required as a condition of the acceptance of the Grant
