The Planning Policy department has a need to update its evidence base as part of the Local Plan review which is currently underway. In 2017 a joint Retail and Leisure Study was undertaken by WYG on behalf of Suffolk Coastal District Council (SCDC) and Ipswich Borough Council. SCDC procured the study and IBC agreed to pay 50% of the invoice total. The IBC part of the bill was £16,278, and IBC were invoiced on 27.06.17 for the works which have now been paid.
In order to update the evidence base for Ipswich Local Plan Regulation 19 consultation it is necessary to procure further evidence regarding the Ipswich retail market. It is considered that WYG, having undertaken the previous retail study work, would be best placed for undertaking the review given all of the evidence supplied in the initial report, and their understanding of the Ipswich retail context.
To go to a different external company would most likely require a fresh start for the gathering of evidence, which would result in a higher cost, and extended timeframe for completing the works.
WYG quote for the Retail and Leisure Study update is £9,000 inc VAT.
To waive contract standing orders and appoint WYG.
Reason: To enable completion of the Retail and Leisure Study update to inform the Local Plan delivery.
