Purpose:

The Council submitted a successful bid to the Ministry of Housing, Communities and Local Government (MHCLG) for Cold Weather Funding and were awarded up to £28,000. The funds are ring fenced and have to be spent by end March 2019. Once spent the funds can be claimed back from the Ministry by 4th April 2019.

Decision:

These funds will be used for 2 projects. We have allocated £15,903 to extend the Ipswich Winter Night Shelter by a month. The remainder has been used to part fund 4 high/complex needs beds in a house provided by Anglia Care Trust from March 2019. There is ongoing demand for this facility. Due to the lease and staffing arrangements the house can only be provided for a full year at a cost of £72,000. We have used the Rough Sleeping Initiative Grant to cover the rest of the funding requirements.

 

The contract for this complex needs house has been excluded from market testing because there is an urgency to address rough sleeping in the Town, a delay could exacerbate personal harm and be likely to lead to financial loss of the Rough Sleeping Initiative Grant that funds it. The only practical way forward, due to the short timescale, is to award the contract to the current supplier, Anglia Care Trust. A decision to exempt this contract from market testing has been made under section 3.2 of the Contract Standing Orders.

These measures will continue to build on the success of the Project in significantly removing the need to sleep rough in the Borough.

 

Alternative options considered and why rejected:

The Cold Weather Grant has to be used this winter to provide services for those hard to reach or entrenched rough sleepers that the existing provision is not able to help. Due to the very short mobilisation timescale the only way forward is to use existing suppliers.

 

IWNS are the only provider of the winter night shelter.
