137.1.  Councillor Cook introduced the report that sought approval from Council to extend the current disregard of war widows and war disabled pensions from the assessment of Housing Benefit and Council Tax Benefit under the new Ipswich Council Tax Reduction Scheme from 1 April 2013.

 

Resolved:

 

that Executive recommend to Full Council:

 

(i)           that the existing housing benefit and council tax benefit modified schemes detailed in this report be amended to confirm the existing full disregard of War Widows and War Disabled Pensions (which includes Guaranteed Income Payments from the Armed Forces Compensation Scheme), above the statutory £10 per week disregard, as income in the assessment of housing benefit;

 

Reason:  To keep the modified scheme in line with changes in legislation

 

(ii)          that the Ipswich council tax reduction scheme shall contain provisions to disregard any War Widows or War Disabled Pension (which includes Guaranteed Income Payments from the Armed Forces Compensation Scheme) as income in the assessment of any council tax reduction as detailed in this Report from 1st April 2013.

 

Reason:  To ensure that the disregard of War Widows and War Disabled Pensions (which includes Guaranteed Income Payments from the Armed Forces Compensation Scheme) as income continues when the Ipswich council tax reduction scheme replaces council tax benefit in April 2013
