At Executive committee on the 27th November 2018, approval was given for report: E/18/36 Procurement of Unified Communications Solution.
The decision made was:
“That the Chief Operating Officer, in consultation with the ICT Operations Manager and the Portfolio Holder for Resources, be authorised to enter into a contract with the chosen preferred supplier, as identified in exempt Appendix 2 to the report, for the purchase of a Unified Communications and cloud-hosted Office solution to replace existing telephony, contact centre and desktop Office systems”
This is deemed not to be a key decision as at a total contract value of £165,000 it falls below the approved threshold of £250,000 for capital expenditure. (Ipswich Borough Council’s key-decision guidance was approved by full Council on 16 January 2002)
Following further contractual consultation and procurement advice, it has become necessary to procure some of the initial installation/migration services directly from the “preferred supplier’s” sub-contractor rather than the “preferred supplier” themselves.
Procuring these services via the original route would introduce a two-month delay whilst the sub-contractor was included in the original procurement framework. Changing the procurement method (for this sub-contractor) will allow the project to commence on its original timeline. The procurement change will still be in accordance with the Council’s standing orders and subject to competition via the G-cloud framework. Note that the funding remains as specified in the original report and that this is not additional spend.
