The MHCLG require
each local authority to provide an estimate of their Non-Domestic
Rates income for the 2019/20 financial year. This forecast includes
a section to record the potential losses from rateable value
appeals.
The SRP partners (Ipswich, Babergh & Mid Suffolk) have appointed Wilks Head and Eve to undertake a forensic analysis of the current 2018/19 rating list to provide a forecast on the potential losses from appeal.
Contract Standing Orders have been waived in line with the constitution because the cost for Ipswich would be less than the £10k limit. It also ensures a continued consistent approach to providing an appeal provision that can be compared the Suffolk wide Pixel project and avoids the added costs of undertaking a procurement exercise for the 3 authorities.
To approve the appointment of Wilks Head & Eve.
Reason: To provide an analysis of the potential losses on Non-Domestic rateable value appeals for Ipswich Borough Council, Babergh District Council and Mid Suffolk District Council
