The Council holds funds provided in accordance with a legal agreement made under Section 106 of the Town and Country Planning Act 1990 from the developers of the development at 7-11 Great Whip Street [Stoke Quay], which allows for the expenditure of these funds to be used for a residents’ parking scheme.
The Council is aware of complaints from residents in the area about parking problems and considers it appropriate that a residents’ parking scheme is considered, but only wishes to see such a scheme proceed if it enjoys the support of the residents who it would affect. In order to accurately determine this, it is necessary for a potential scheme to be designed and consulted upon.
The creation of a residents’ parking scheme on the highway is something that only Suffolk County Council (SCC) as the Highway Authority and Traffic Authority are able to undertake.
Following consultation with the Portfolio Holder for Environment & Transport, the Council has now decided to transfer a sum of £80,164.75 from the above Section 106 fund to SCC in order for them to design a possible residents’ parking scheme and carry out a full public consultation on it. The funding can also be used to implement the proposals but this would be subject to the outcome of the public consultation.
The main alternative option would be not to use the funding for this purpose, but as doing so would help to resolve an identified parking problem, and as this is one of the specified uses of the funding and the deadline for determining the use of the funding has been reached, the decision is considered to be the most appropriate action to take.
As such, it is considered that the Council can, in this case, only use this funding for this purpose with one ‘supplier’ and also that this is the most economically advantageous option. The transfer of the funding would be subject to a legal agreement.
In respect of the Stoke Quay area in Ipswich, to authorise the transfer to Suffolk County Council of £80,164.75 from the 7-11 Great Whip Street Section 106 (highways contribution) fund for the costs of designing and consulting upon a possible residents’ parking scheme and, subject to a public consultation, implementing such a scheme including any necessary legal costs.
