Purpose:

As part of its wider objectives to encourage the usage of public transport, the Council provides a number of bus shelters in various locations across Ipswich and supports the provision of Real Time Passenger Information (RTPI) units by Suffolk County Council (SCC).

 

The Council also has a legal agreement with Clear Channel UK Ltd (who trade as Adshel) for the provision, by them, of advertising style bus shelters and this was the subject of a previous competitive tendering exercise.

 

The Council has now decided to use some of each of these Section 106 funds for the provision of new bus shelters and/or RTPI units at the locations listed below.

 

1. Duke Street (outbound), outside Travelodge Hotel (includes the relocation of the existing planter to the opposite side of the hotel car park entrance at an estimated maximum cost of £500) – new bus shelter.

2. Vernon Street (inbound), adjacent to former Old Bell PH – new bus shelter and RTPI unit.

3. Vernon Street (inbound), adjacent to bus gate at junction with Wherstead Road – RTPI unit

4. Hawes Street (outbound), on approach to roundabout with Wherstead Road – new bus shelter.

5. Wherstead Rd (inbound), on approach to roundabout with Hawes Street – new bus shelter & RTPI unit.

The main alternative option would be not to provide the bus shelters and/or RTPI units. However, this would not support to the Council’s public transport objectives.

 

In respect of the proposed bus shelter on Duke Street, a consultation with the Travelodge Hotel was undertaken owing to the close proximity that the shelter would have to their building, but no objections were received. The permission of SCC as Highway Authority for the new bus shelters and the relocation of the planter on Duke Street has been sought and obtained. The RTPI units will be installed by SCC and so no permission has been sought from them for this.

 

On this occasion, the Council proposes to purchase advertising style bus shelters from Clear Channel UK Ltd at a cost of up to £69,670 (includes installation & electric connection) and for these to be incorporated within the legal agreement with them as, in the long-term, the income generated to the Council will be greater than the additional cost incurred (funded via s106 monies) to install the shelters.

To authorise the use of some of each of the above Section 106 funds – to a maximum value of £69,670 in total – to provide RTPI units (with and via SCC), to relocate the planter at the bus stop on Duke Street, and, in accordance with the Local Government (Miscellaneous Provisions) Act 1953 and subject to advertising consent, to fund new advertising style bus shelters provided by Clear Channel UK Ltd in all cases at the bus stops listed above; and to, having regard to previous market testing, the restrictions on the use of the s106 funding and the level of cost per shelter, to waive the requirement for competition within the Council’s CSOs.
