Ipswich Buses Ltd have recently informed the Council of a number of changes to their commercially operated bus services, which will take effect from 18th February 2018. This includes the withdrawal of:
* Service 14, which operates between the town centre and the Gippeswyk Park area.
* Service 12 after approximately 20:00. This service operates between the town centre and the Cambridge Drive part of the Chantry estate.
* All services on Sundays after approximately 20:00.
The Council has decided to request Suffolk County Council (SCC) to carry out a competitive tendering process on the Council’s behalf and, subject to the results of that process and assuming no changes by other bus operators to their commercially operated bus services, to enter into the necessary number of Service Subsidy Agreements with the relevant bus operator(s) to provide replacement services for the bus services above for a 4 ½ year period.
In respect of Sunday evenings, the following services will be replaced:
i) Service 2 – in order to serve Ravenswood
ii) Service 5E – Foxhall Road and then to also cover the Rushmere estate
iii) Service 8 – Whitehouse via Bramford Road
iv) Service 9 – Whitton/Castle Hill via Norwich Road. This also covers the route of Service 10
v) Service 12 – Chantry (Cambridge Drive)
vi) Service 13 – Chantry
vii) Service 15 – as far as Thorington Park via Maidenhall and Stoke Park
viii) Service 15A or 66 – Dickens Road and London Road corridor.
The main alternative option would be not to subsidise the services in question.
The Council has also decided to enter into Service Subsidy Agreements with Ipswich Buses Ltd to replace the last journeys at approximately 23:00, Monday to Saturday, on services 5E, 8, 9 and 13 but these are covered by separate officer decision forms.
To maintain bus services subject to appropriate procurement processes being followed.
To request SCC to carry out a competitive tendering exercise in accordance with the Transport Act 1985 and, subject to the results of that tender and any possible changes to other commercially operated bus services, to enter into the necessary number of Service Subsidy Agreements with the relevant bus operator(s) to provide the bus services referred to in this form, with such variations to the timetable, route, frequency and fare structure as are considered appropriate, from 18th February 2018 to 25th September 2022 inclusive but subject to the Council being able to withdraw from any one or more of the agreements with 3 months notice.
