Ipswich Borough Council Executive originally approved the appointment of GBM Demolition Ltd on 5th September 2017, to undertake the necessary demolition works at the site. The scheme was to be funded from the existing budget within the 2017/18 capital programme.
Following commencement of demolition works there is significantly more contaminated materials to be removed than anticipated. The additional costs is estimated to be £136,000.00.
The value is below the threshold for a Key Decision.
Decision: To waive contract standing orders.
Reason: The utilisation of the existing contractor on site is the most expedient way to deal with an urgent health and safety issue.
Decision: To appoint GBM Demolition Ltd at an additional spend of up to £136,000.00.
Reason: It is necessary to remove the contaminated waste from the site as a matter of urgency. Failure to undertake the removal works will result in silo demolition works halting on site, contractor demobilisation, existing mechanical plant being removed from site and extension of the contract period and additional costs to the Council.
