A free to use shuttle bus service (Service 38) currently operates with a 20 minute frequency between IBC and SCC’s offices on Russell Road and the town centre between 7am to 7pm Monday to Friday. SCC have recently announced that they are withdrawing their funding for this service. As it stands the service will cease on Friday 28th July 2017.
The Borough Council is concerned that the impact of this decision will have a detrimental effect on town centre trade at lunchtimes given the high numbers of staff of both councils who are believed to use the shuttle bus at this time to go to town to shop (etc). In addition, the withdrawal of the service will impact on flows to and from work, businesses and school throughout much of the rest of the day.
The Borough Council intends to subsidise a replacement service operating from 11.30am to 2.30pm Monday to Friday on a trial basis to operate from Monday 31st July 2017 to Friday 30th March 2018.
(i) In accordance with the Transport Act 1985 (as amended) and The Service Subsidy Agreements (Tendering) (England) Regulations 2002 and 2004, to enter into a Service Subsidy Agreement with Ipswich Buses Ltd for the provision of a free to use shuttle bus service (Service 37) (to a maximum value of £18,000) between Russell Road and the town centre between 11.30am and 2.30pm Monday to Friday for a trial period from Monday 31st July 2017 to Friday 30th March 2018, (ii) to waive the requirement in CSOs for competition on this occasion for the reasons stated
