The delivery of a detailed and robust approach to the planning process is required for the successful delivery of Sproughton Enterprise Park (SEP).
There is an opportunity to achieve an early sale for a substantial part of the Sproughton site. This would be the first sale on the site and will bring economic development benefits, a substantial capital receipt and help kick start the delivery of the Enterprise Park.
However to secure the investment the Council and investors will need to meet a very tight delivery programme. The delivery of the relevant planning permissions at the appropriate times is critical to this. The Council does not have sufficient in-house resource to achieve these timescales and therefore it is prosed to appoint consultants to provide this service which will include preparation and submission of the EIA scoping request, outline planning application, detailed planning application and related matters.
David Locke Associates (DLA) following their appointment in December 2016 as a result of a tendering process, prepared the Masterplan for the SEP and have extensive knowledge of the site. Given the tight timescales and DLA already extensive knowledge of the site and expertise in this area it is proposed to appoint DLA to undertake the planning work without a competitive tender.
A delay to the appointment of a consultant would considerably impact on the delivery programme and would put in jeopardy the successful leasing and sale of a large portion of the site potentially costing the Council considerable sums of money. Therefore it is considered that it would be in the economic interests of the Council to waive Contract Standing Orders under Part 4 Section 9 Sub section 1, paragraph 3.2. This course of action is considered to be the most expedient and efficient management of the service because it is a matter of urgency and a delay would be likely to lead to financial loss.
By appointing the DLA, the Council will be able to de risk the project as they have extensive knowledge of the site and the deliverables behind the scheme and stand the best chance of meeting the tight timescales for delivery.
DLA have provided a quotation of £65,600 for provision of these services. These costs will be capitalised and be met from the capital allocation for the Sproughton scheme in 2017/18.
Decision: To approve the appointment of DLA for the purposes of preparing the Sproughton Enterprise Park EIA scoping, outline planning application, detailed planning application and related matters.
Reason: To enable the planning applications to be submitted in a timely manner.
