Purpose:

The Council, in conjunction with Suffolk Coastal District Council submitted a bid to the DCLG for a grant to tackle Rough Sleeping. The bid was successful and the award was for £331,000 over a two and a quarter year period. The bid was divided into four main elements and three of the elements are now been advertised on Suffolk Tendering. The fourth element is for a Mental Health Link worker and in order for this to work effectively it needs to be provided by a specialist provider. In this particular instance, the only organisation that can realistically provide this service is the Norfolk and Suffolk NHS Trust because access to the medical records held by the Trust are needed to deliver this service.

 

Contract Standing Orders allow market testing in certain circumstances. An exemption from the competitive process is considered appropriate given that the Norfolk & Suffolk Mental Health Trust are the one provider who can realistically provide the service required.

Decision:

In this particular instance, the only organisation that can realistically provide this service is the Norfolk and Suffolk NHS Trust because access to the medical records held by the Trust are needed to deliver this service.
