Murray Park is located on the eastern side of Ipswich. The Park presently has a disused subsiding hard-standing area formerly used as tennis courts. Some existing playground facilities currently exist within the Park.
The project includes for creating a new tennis court and MUGA. Also for returning the disused tennis court area to parkland that is enclosed by timber fencing and incorporated timber gates.
The project is funded from a mix of Council and external funding including both capital and revenue contributions. In total the Council is making a £34,000 contribution to this project from its revenue budgets with capital funding coming from Section 106 agreements and from BIFFA.
Decision: To approve the appointment of a main contractor for the works.
Reason: To undertake the construction of a new tennis court and new MUGA plus reinstatement of the disused tennis court area back to parkland in Murray Road, Ipswich. This work has already been awarded a Lawful Development Certificate IP15/01045/CLD dated 16/11/2015.
Following a competitive procurement process, three tenders were returned and evaluated on the basis of cost (60%) and quality (40%) – (with 10% of the qualitative assessment relating to programming of the works).
The winning supplier for Option 2 (being a full sized tennis court and separate smaller MUGA) scored 88% under the competitive evaluation model. The second-placed supplier scored 87.65% respectively. The contract value is £132,505.00 plus VAT.
