Purpose:

Decision made to purchase the site of 74-78 Norwich Road under auction conditions for following reasons:

 

·         Opportunity for strategic purchase. The Council owns land in the vicinity.

 

·         Opportunity to improve prominence of existing IBC South Street car park giving main road frontage on Norwich Rd.

 

·         Site can be developed for car parking use in the short to medium term with residential use in the longer term.

 

·         The site has been vacant/untidy for a number of years and the Council could bring it back into beneficial use as a car park, to provide an additional income to the Council and improve the appearance of the area.

 

·         Vendor placed the site for sale by auction.

Executive Committee Report “Establishment of the Property Acquisition Fund and Associated Procedures for its Use” (Ref No: E/12/11) approved by the Executive Committee 3rd July 2012 and extended by Executive Committee in September 2013 Property Acquisition Fund Report and Justification Certificate 3 March 2015.

 

There are no Crime & Disorder, Equality, Social Value in Contracts, HR, or ICT implications.

 

The Head of Finance has been consulted and funds for the purchase were available in the Property Acquisition Fund.

 

The site is located in Westgate ward. The purchase will be reported at Executive.
