Environmental Protection and Civil Parking Enforcement require a contractor to carry out a vehicle collection (removal, storage, and disposal) service of abandoned vehicles and vehicles that have been immobilised and whereby removal to compound has been identified within the borough. This is to facilitate and allow the Council to meet its legal duty under the Refuse Disposal (Amenity) Act 1978 and the Clean Neighbourhood and Environment Act 2005. As well as its responsibilities as agent to the Suffolk County Council under Road Traffic Regulation Act 1984 and the Traffic Management Act 2004.
Previous competitive tenders have been held with no bids received. Recent market research undertaken by the Procurement team has shown that this is unlikely to have changed.
The value of the contract for one year is estimated to be approximately £3000 + £4500 a year. Therefore an exemption has been granted to Contract Standing Orders and a contract awarded to the current contractor for a one-year extension period from 1st November 2024 to 30th October 2025.
To appoint Autobreak (Colchester) Ltd for a period of one year from 1 November 2024 at a cost of £3000 - £4000.
Reason:
To carry out the vehicle collection service.
