Purpose:

Reasons –

At its meeting on 1st November 2010 Executive resolved as follows:

Door Entry, Sheltered Alarm and Emergency Lighting System Maintenance Contract Ref No: EPC/10/05

The Committee considered a report giving details of the tenders received for the Door Entry, Sheltered Alarm and Emergency Lighting System Maintenance Contract.

 

Resolved: That the Executive Procurement Committee authorises the Head of Housing to enter into a contract with English Security Ltd on the basis of their tender for a 4 year term, with an option to extend the term by up to 2 years, at an expected annual cost of £37,093.25 subject to review each subsequent year in line with price indices.

 

Reason: The recommended contractor can meet the Council’s requirements and their tender provides value for money for the Council. The initial 4 year contract is coming to an end on 31st November 2014, so to ensure that the general needs flats and sheltered door entry systems, sheltered alarm and emergency lighting systems continue to be maintained to help protect and secure the properties and our tenants, either a new contract would need to be tendered and let or the contract extension clause used.

 

Alternative Options – Retender the contract

To tender the contract would be costly and time consuming and is very unlikely to bring any savings and if a new contractor were appointed there would be considerable time and cost expended implementing the new contract.

The performance of the existing contractor has proved to be satisfactory over the initial contract period and they are willing to continue the contract under the same terms and conditions.

The decision is therefore to extend the contract for a further two years from 1st December 2014, subject to a satisfactory review after the first year.
