Purpose:

In September 2012 the Licensing and Regulatory Committee introduced a Driving Standards Agency Assessment for Taxi and Private Hire Drivers (DSA) for all new applicants for licences. In addition, it also gave officers the delegated power to require any existing licenced driver to undertake a DSA where their driving standards gave rise to concerns; one such circumstance was a driver amassing 9 penalty points on their DVLA driving licence within a 3 year period.

 

A driver met the requirement for an assessment. If the driver passes the test, no further action will be taken. If the driver fails the test or fails to undertake the test, they will be referred to the Hackney Carriage and Private Hire Enforcement Sub-Committee.

 

No alternative options were considered.
